As part of the Mose project the partner countries of Italy, Spain, Greece, Poland and the United Kingdom were required to complete a scenario analysis of the third sector within their country. This aspect of the project was completed through desk research.
The two main objectives of the scenario analysis were:
To produce a report that will describe the state of the art of the third sector in each country, including an overview of the legislative aspects.
To produce a report that will focus on the training aspects within the third sector and identify the opportunities that are available in each country for third sector managers. In addition, particular attention will be given to the role of equal opportunities within management training.
Methodological note
Before the analysis, some methodologies have been defined to achieve a common survey process in each Country and some guidelines have been produced. Each analysis has included, as much as possible, the following items:
A historical introduction about the “Third Sector” organizations: their roles and their environments.
Terminology (social economy. Third Sector, social enterprise, other…). In particular questions have been: is the idea of “social enterprise” used in that Country? If yes, how is that defined? How Public Administration is involved in promoting creation and employment of social enterprises? Do Public administrations play a part in the promotion/development of the social enterprises?
Short definition of “Third Sector” and/or “Social Economy”, considering the different meaning in each Country.
List of legal forms related to the idea of Social Economy /Third Sector (social cooperatives, associations, foundations, etc.). Where possible, a general view about the rules governing each type of organization was included.
Statistical data regarding the most relevant “Third Sector/Social Economies”.
Third Sector and Public Administrations: How main relationships between Third sector and Public Administrations are developed. Do multi-stakeholder initiatives exist between Public Administrations and Social Enterprises?
Emerging legal forms.
Assessment of the Third sector and/or Social Economy: Main problems and most relevant challenges.
Conclusions regarding possible training paths: (I.e.: formal, non formal, or informal) for Third Sector management professional skills, as well as already-existing training contents.
List of the training paths including equal opportunities as well.
